Dealing with HMRC - penalties, powers and appeals

The last few years have seen major changes to the compliance and penalty regimes for all taxes, and to the powers of HM Revenue and Customs to seek information and to inspect business premises, assets and records. These changes followed the merger of the former Inland Revenue and Customs and Excise and were enacted in successive finance acts, coming into effect at a number of different dates. There has also been a major overhaul of the tax appeals system which has seen the new tribunal system replace the special and general commissioners and the VAT tribunals.
